Ted - 22/3 is a part number. See good ol' Sheldon's page here http://www.sheldonbrown.com/var/pages/var0014.html The size is 23.35 x 1 as you already figured out. They don't list that number for the tap but they show the 22/2 crank extractor. Afraid that 22 x 3 tap you are getting will be of little use.

If anyone knows anything about VAR tools and whether or not the "22, " is code for the tool or the actual dimension please let me know off-list.? I o not want to create a bunch of bandwidth issues.
