I recall (back in the day) that I could tape a Cinelli 64-40 bar with cloth tape using just two rolls of Tressostar.  I used to tape from the top of the bar down as shown on pages 153 through 156 of "The New Complete Book of Bicycling" by the late Eugene A. Sloane.
