I've found the The Panaracer Pasela Tourguard folding tire to be a very good tire, on a variety of rims. The standard Pasela is soft, and the sidewalls are weak. An inexpensive tire for that classic look, but be aware.

As far as rims go, avoid rims with no 'bead', or hook. The early Rigida 27" rims and some of the early Araya rims had no bead to hold the tire on. I just barely avoided blow outs front and rear using Araya 27" rims and Pasela tires at 80 PSI. Coulda been ugly.
