On the face of it, using a longer seat post seems logical. However, a question comes to mind. On a good frame made from butted tubing, is the seat tube butted?, and if so, how far down does the tube keep the dia of the seat post? It seems tha using a seat post that goes below this point is redundant. Also, won't the seat tube bolt mitigate the tendency for the crack to propogate? or am I barking up the wrong tree?

The bike is certainly rideable with the crack as-is.  I had a similar crack and asked about it on the framebuilders mailing list about 2.5 years ago.  The almost-unanimous opinion is to just drill and polish a stop-hole and use a very-long seatpost, maybe a 400mm MTB seatpost, because the seatpost forms the butting at the top of the seat tube.
