You have a very nice Pinarello! It is in excellent shape! I have a similar one. It was custom made by Pinarello for a gentleman in Columbia in 1983. I bought it from him when he moved to the U.S.A. Photos here:

The serial number on your frame means nothing. It cannot give you any info.
As far as bar tape, mine came with Alamarc leather stitched-on bar wrap. There is someone on Ebay selling something new that is similar. The best toe straps are Alfredo Binda (or Cinelli) laminated ones, if you can find them. The laminated toe straps do not curl and hinder your foot's entry and they don't stretch either, which is good so you don't pull out of the pedal. Finding the Modolo brake hood will be difficult for you.
The Columbus Air tubing set came with the seatpost you have. It is the only one that fits the seat tube shape. This was Columbus' first "aero" tubeset. I believe the fork crown was for this tubeset also. These bike must have been made with time trialing in mind, considering the way they hid all of the cables. New, plastic frames being made today use some of the same cable routing and shout about how "innovative and aero" they are.
