I use brush on clear coat touch-up from my local autoparts store, and carfully paint over the decals. Almost invisible.

Jeff, I used heavy-weight clear adhesive tape over some decals that were failing.  You can see the tape, but at least the decals are still there.  And if you cut the tape to the minimum size necessary to just cover the decals, and round off the corners evenly, you will give the whole thing a "cheap-original-trasfer" look ;)

Over the weekend I picked up an early 80's Viner Special Pro, Campy SR equipped (sans wheels). The frame is straight with no dents or rust. The paint is in decent shape (sorta' metallic orange) with only a modest amount of chips you'd expect from a frame of this age. The decals however are starting to flake off. Apparently, nothing was ever applied to protect them. Is there something I can apply to the decals to keep them from totally disappearing?
