Thanks Jeff, and to others who responded. I browsed the catalogs up until 1965 or so. Should have kept going. Looks like this would be a seat tube binder, as at the bottom of the page in both catalogs it notes to "specify the diameter of the clamp needed." Being 25.4, mine could have been for BMX, MTB as Tom Harriman pointed out, or a folder as Ted Ernst suggested.
