If it is a Rattray Scot as Peter J suggests, here's http://www.flickr.com/photos/23666168@N04/4475522717/in/pool-1402716@N22 the frame dating page from Bob Reid's now defunct Scot site. The "N" makes it a '67 or '68, and the associated components would seem to bear this out somewhat. But "Raleigh"? Are there any transfers on the bike to suggest Raleigh had a hand?

The last three years that Rattray owned the company, the frames were built by Evan Richie and had the prefix "ER" ahead of the frame number. Rattray sold the company after that to Dales Cycles and the frames were built by Dave Yates at the M.Steel Cycles location.
