Don't use a Campy BB spindle as the crank arms will draw on too far!! Stronglight spindles do have a specific taper (12.70mm/13.20mm/13.75mm = start/middle/end). A JIS spindle "might" (Sutherland's does state a JIS spindle can substitute for a TA spindle 12.80mm/13.30mm/13.95mm) work, but the taper progression is not correct vis-a-vis the Stronglight spindle (slightly larger starting taper dimension only, i.e., 12.80mm/13.15.mm/13.70mm), so my concern, as it would be substituting a JIS for a TA spindle, is the chance you would "hammer out" the crankarms of the Stronglight (or a TA for that matter). I would certainly recommend the use of a torque wrench should you decide to do this! As Mr. H. Sachs is fond of saying: "Your mileage may vary" - but these are the "facts" of the dimensions via micrometer and vernier caliper!
The chainring bolts have the same size head diameter as Sugino and are 0.5mm shorter, so they should work fine.
As Jerry pointed out, chainrings can be a bit of a problem, so @$45.00 w/o all the "hardware", I'd say wait (unless you can't).
