I only polish above the limit line, that is, the exposed portion of the seatpost, usually pretty near the line in my case. It doesn't matter if it's a little smaller than original diameter. If it's a decent post I just go for the mirror finish, haven't tried to duplicate the machine marks. I just clean the lower part, it's going to get greased up anyway.
