No, no, no! Bob is right. That is a Sturmey pulley braze on, probably cut from the usual band-on item. This bike would have had an ASC. Look at the size of it in relation to the pump peg. The two extra loops on the top tube are cable guides. They ensure the cable enters the stop in a straight line. A common feature on top British frames. Mark Stevens.London
