As I recall, Kestrel frames used to come shipped with a special front brake mounting nut. It was really long, maybe 30mm. This is what you probably need. I'd contact Kestrel or whoever distributes them at this point. They could probably put you in contact with a dealer who will sell you the part.

You might just try calling Excel or Colorado Cyclist. At least one of these companies sells Kestrel "upgrade" forks and they may have the part to sell. Excel in particular seems more willing to provide LBS-type service than some of the other mail order places, so if they sell Kestrel give them a try.
