Thanks for the stronglight headset tips. I was hoping for a solution not involving channel lock pliers. I think Don hit on it. I did not have a proper french lock washer installed. The only one I had was the mafac cable hanger, and I did not need a cable hanger.

I put the mafac hanger back in, and that does a better job of keeping the lower race stationary than the "pronged" washer that I was using. If it loosens up again, I'll resort to the channel locks.

I still don't understand the reason for the spanner holes in the toothed washer. Has anyone ever owned a spanner that fit these? And why is "Stronglight" stamped upside down on the toothed washer?
