It's the pivot post for the Sturmey-Archer inner gear cable pulley - You can see the matching outer cable stop near the front of the top tube.
- I suppose this probably puts the frame around early 50's ?
One thing that doesn't seem right though is the use of two cable stops at both ends of the top tube. Ones pair is clearly for the rear brake but for a sturmey hub - the ones I've seen have a stop under the top tube at the front, with the inner cable running straight to the hub via the pulley. Not via a second stop. So what is the second cable stop for ?
