Certainly Nick at Lloyd's in the UK has the Raleigh and Falcon decals available. See his lists at <A HREF="http://ourworld.compuserve.com/homepages/NICK_AT_LLOYDS/">Lloyds</A>.
The Raleigh decals also are available as part of a refinish order (only) from almost any of the Pro bike painters in this country (Have them call me if they are at a loss.) And in particular, <A HREF="http://www.cyclart.com/">CyclArt</A> has made it their business to have just about any decals available with paint work...
You say that you do not know the age of the Raleigh. perhaps that can be determined here: <A HREF="http://www.speakeasy.org/~tabula/raleigh/">Retro Raleigh's!</A>
