A friend has a 1981 Super (frameset purchased thru Nashbar, bike built by a shop in Chicago) that very much meets that description, except the cables are underneth the BB. It was originally a flat grey color, but has been repainted. I could get the serial number if it would help further. Of course, Nashbar could have had the frame a while, as well.
