Yes, the second pedal without the strap loop sounds like the last steel cage version of the original Record pedal. I don't know what the correct name would be without checking the catalogs (maybe Nuovo Record?).

The loop might have been deleted with the CPSC regs in 1978, but I suspect it was deleted because it was decided it wasn't needed for the strap and actually reduced the size of the shoe that would work on the pedal. Remember when the black anodized alloy caged SL (Superleggeri) pedal came out in 1971 it didn't have the loop either.
