Marcel Berthet (Fr) held the Hour Record three different times: June 1907 (41,520 meters), Aug 1913 (42,741 meters), and Sep 1913 (43,775 meters). Famous rivalry with Oscar Egg (Swit), where they swapped the Hour Record back and forth three times.

Like Dale said, the pedal dates from around the early 1930s and took its final form we are all familiar with in 1948. Very popular pedal; 1950s Gillotts came with them up through the '60s even, as did many other British race bikes. Hilary Stone can probably supply more info.

After WWII Marcel Berthet headed up the Idealé saddle company I seem to remember. Anyone else have info???
