Subject: [CR]Handlebar clamp diameter question

Everyday you should learn something new. Today I learned about 23.8mm clamp diameters. Well I really started into my Raleigh Lenton Grand Prix project and found a major snag with the stem while tring to install a 25.4 GB bar, it just won't work. The stem I'm using I thought was correct, it's a chrome lugged Raleigh stem with a cone expander and tall quill. Anyway while looking at ye olde Sutherland's Manual but something called 23.8 clamp diameter, or 15/16" for the non-metric. What's up with that? Does anyone have a drop bar they're interested in getting rid of in the correct diameter? I'm not going for period correct just ridable right now. I'm looking for cheap right now. Any info would be great.
