For both 15mm and 16mm bolt removal I've just ground down the outside of a quality socket. A couple of bucks and 10 minutes and you can use your torque wrench or ratchet on these bolts.
Sheldon's right about drilling fork crowns not weakening the fork in any real way, there's a LOT of metal there. I would recommend replacing the fork with a road fork though anyway. I feel that the braking is better on road forks then track forks. If you're worried about the geometry of the fork just go to a good shop and have them imitate the front end trail by adjusting the rake of the new fork. I used to do this all the time when I worked for The Bikesmith in Seattle. One other thing about not drilling the fork is if you want to sell the frame in the future you'll have an easier time if the fork isn't drilled.
