Just measured the bikes down in the basement.
1. late '70's Holdsworth Special: 52cm c-c, 56.5 tt
2. late '70's Austro-Diamler Vent Noir: 52cm c-c, 58 tt
3. '84 Terry Precision (prototype); 51cm c-c, 53 tt
The A-D was my father-in-law's, he gave it to me as a present. The Holdsworth was Janet's (with a 60mm stem) until Georgena Terry built a frame for her. Georgena used the measurements for her 20" 700c Precision bikes.
Jerry might be right that an A-D might fit your specifications.
