From the Campagnolo Timeline http://www.velo-retro.com

"1982 -- Olympic Catalog is printed for the year-end trade shows. ...the HiLo Record rear hub (reputed to be originally custom-made for the West German Olympic Team in 1972)..."

The HiLo was usually paired with a small flange front.

I don't know about your Record hub without the oil hole (must be counterfeit ;) I have seen some other anomallies; I don't think Campagnolo was adverse to making customized versions of some of their parts if the need arose. I have seen some very, very narrow spaced large flange track hubs (no lightening holes) Campy made that were never in the catalogs, and of course the HiLo was for sale for many years before in showed up in the catalog in 1982.

As to the polish job on your hub... this is _very_ easy to do yourself when the part comes in an un-anodized state from the manufacturer. Incidently, over the years I have met many who were unable to tell an anodized finish from an un-anodized finish on Campagnolo parts (the easiest test is a little Semichrome on your finger and rub... if your finger turns black the part isn't anodized).
