My Pinarello track bike has doubled up Binda straps on Campy track pedals with a regular Christophe clip and a Campy toe guide [Is that what that little bit of metal with "Patent Campagnolo" stamped on it is called?].
One strap is run through the plate on the back of the cage, through the strap holder on the clip and this strap also has a strap button. Roller end of the buckle is up (common way).
The other is run through the back holes in the sideplates (sans twist), and just goes up over the toeclip. The roller end of the buckle is down (not so common way).
Might be one of the reasons this bike is so unused.
The HS is also packed with loose bearings, and the rear hub I suspect might have been a 110mm spacing respaced to 120mm.
