In theory, the serial number should be the prime indicator of year of manufacture. The Retro Raleigh site has this info (mostly). My 75 Raleigh Gran Sport had gold lug stripes, my '74 International has gold stripes, and my '71 International has gold lug stripes. My copies of the '74 and '75 catalogs show gold lug stripes on the Competition Mk II. My guess is that the presence of gold lug stripes is not a reliable indicator of vintage. The Competition Mk II model was a mid 70's version (to my knowledge). Equipped with TA cranks, Huret Jubilee derailleurs, etc. The later Competition GS, which I'm guessing yours is, was equipped with Campy Gran Sport gear. Interestingly, the 1970 Raleigh catalog on the Retro Raleigh site appears to show that there was no Competition model then.
