There have been a number of news stories recently that Internet usage has been slow to catch on in Japan because connect time charges are outrageous. I think those rates are set by the state-run telephone system. Internet cafes are supposedly making in-roads and the Japanese have been much faster to adopt wireless technology than in the States, so this and the high telephone connect charges are causing wireless Internet usage to grow rapidly
