Hard to tell from the pic, but fenders may be a difficult project with those short stays. In fact, as it is you may not be able to remove the back wheel without deflating the tire. Particularly with a bigger tire than that green thing that's on there now.
There's a 60 cm Harry Quinn posted for $200 on the Berkeley REI bulletin board, dated 4/2. Looks like a repaint with late 80s japanese parts. I lost interest because of the short chainstays.
