I think the lugs may be Haden "Firefly" pattern. I built a frame with them in about '77. The fellow who gave 'em to me was a collector who had some printed material on the various Haden patterns. I remember he told me they were antique lugs, but I don't remember now from how far back.
The lug edge and window on the head tube part of the lug is very distinctive and I remember it well from that frame I built, but I'm not as sure about the shape on the down tube pipe or seat lug.
The frame I built has that same BB shell too, got from the same collector - maybe Haden also?
