The problem you are having isn't in the cable. The mounting to the frame can be fixed by getting the proper chrome mounts that mate the profile of your downtube. The real culprit is in the shift lever mechanism. If you remove the lever and pull out the "guts", you will notice the square ended tabs of the cylinder have chipped corners. When they chip, all you can do is buy the guts (Incidentally, Shimano does not have them...so good luck) or find another set of levers from another bike where someone upgraded or wasted the deraileur in a crash or something like that. You can slightly improve the performance of your current lever by dismantling it and applying grease to the tabs to prolong the imminent death of it. You can greatly improve the performance of your shift lever by throwing it in the garbage and replacing all of the components with Campagnolo (The only components that should be mounted to a bike).
