Think this was a common failure mode for early cranks, so much so that I have seen replacement sections of crank arms advertised, for just this eventuality. If you lok at the photo again, you can see what appears to be a division between the main crank arm and the pedal end - repair is simply the removal of the old section and replacement with new. Some true mechanical ability is involved, but japanese manufacturers did not have as pernicious an influence back then.
