There's a French website which lists every rider who ever participated in the Tour de France. A search of for the name "Klump" or "Clump" produced no results.

A search of participating teams likewise produced no British Armed Forced team... perhaps he was referring not to THE TdF, but to some special armed forces race, or an amature TdF.
