I think have seen this on a Pop Brennan "Stayer" (motor paced track) bike. Jeff G. can provide more detail as he now owns the bike. The bike also had reinforcing struts for the bars and stem if I remember right. I figure the prop rod was to be sure the saddle did not rotate about the clamp. I would suppose that the forces generated on a stayer on a small track would be extreme - probably at least 2-3 g.
