Well, I'm guessing Framesaver or LPS (I don't remember which number, the kind that makes a cosmoline-like treatment) will grab and hold the rattling chips. I would drill a small hole from the back of the seat tube (feed the drill bit through the seat post binder slot in the seat lug) through to the top tube. The hole only needs to be large enough to allow the aerosol wand to be inserted. Then perform the Framesaver/LPS treatment. I bet you won't hear rattling for some time. Once the noise returns, re-treat. Without the seat post removed, nobody will know what you've done. BTW, be sure to dress the hole after drilling so that you don't gouge the seatpost.
