Not just in England. Jeff Lyon will build you a custom fillet brazed frame
for under $800 still. he's been building frames for close to 30 years, was
taught by Bill Philbrook and can do all kinds of interesting things. I
good friend of mine has a fillet brazed MTB frame with "Hetchins" style
stays. He's also doing a lot of nice lug work still and I'm sure has some

Yes, I know Jeff and he's a friend but in my professional opinion he still builds some of the best frames around. No, I do not own any of Jeff's frames and I don't get any kickbacks.
