Two-pack is a generic term for catalyzed paint. There are many types, so who knows? Since stripping can be half the job of a simple one color repaint, the price is about right. (Similar work, including the stripping and alignment check is $110 at CyclArt and current delivery in about 10 days. There are many similar services in the UK). I'd seek out a bicycle refinish specialist with a good reputation and long history. There's more to it than just blowing on good paint. Get your recommendations from bike shops not car guys. The auto dealer does not know about real world durability on bicycles, which have different demands than cars.

Does anyone have any opinions on two-pack or dual-pack paint as a bike finish?

I've found out about someone locally who will paint a frame (if I strip it) with two-pack and bake it in an oven for £35 or around US$50. He comes highly recommended by a car dealer I know. This seems like a very good deal but I'm a bit worried about durability, etc.
