As of model year 2000, anyway, the only suspension seat posts I can find that have 25.0 models are the Moxey ones, out of the Hawley's catalog (very heavy and Very Expensive). Tamer, Post Moderne, Cane Creek's Thudbuster and all the others I can find are all starting at 25.4 minimum.

Note that if the frame for which he needs the seat post has a "classic" fit, the Moxey might not fit low enough into the seat tube to let him reach his pedals !

A previous poster suggested the Kalloy UNO models might have a 25.0 diameter post available, but I find that only the Laprade model does, none of the UNO's going below 25.4. It is disheartening to a neo-Francophile to find that not even the bare aluminium seat post w/o clamp comes in less than 25.4 anymore.
