You didn't say what year it was, but I'm guessing it may be around '83 or '84. My '77 Moto has normal seatpost lugs currently being secured with a Campy recessed seatpost bolt. But the Moto I bought for my wife in '84 had a black plastic collar and aluminum bolt that went around the downtube just above the seatstays (much like they use on some aluminum-framed ATB bikes nowadays.

Finding parts to restore my Moto has been difficult, but I suggest contacting Classic Bikes (http://classicbikes.essexbusinesslink.com/) and Renaissance Cycles (http://www.Renaissance-cycles.com/). They've both been able to find obscure stuff for me.
