Stayer or pace-follower machines have their forks facing backwards for two different reasons. Firstly the paced rider needs to be as close as possible to the pacer in order to gain as much benefit as possible. Reverse forks and a 24in wheel help to achieve this. Secondly a reversed fork offers masses of trail which makes for very stable steering essential at 40+mph. I have a Bastide pace follower that is wonderfully easy to ride much to most people's surpise except for toeclip overlap which is not a problem in motor paced racing.
