My memory is that it was fine copper or brass wire. The reason it wasn't actually finished with solder? I think the factory felt it would be too time consuming and that the owner could solder the wheels themselves if they felt like it.

On the soldering: a wheelset that came into my possession recently was done in Italy in the early 1970s, and the ties were _very_ lightly soldered so as to not get any on the spokes (or to heat the spokes unnecessarily I assume). The ties could actually move freely up and down the spokes an 1/8 of an inch or so, making me believe their only purpose with this wheel builder was to keep a broken spoke from flailing around if it broke. It would also make replacing a spoke a lot easier than if the ties and the spokes were actually soldered together.

Anyone have any other ideas?
