Brian Decker lives in or near Centralia, WA and no longer builds frames. He displayed at the first few Portland bike shows ca. 1988-1992 and always had weird track bikes with sloping top tubes, big gussets, a number of 24" wheel bikes in that mix. He made a number of bikes with a Nervex-like lug that you will see on 1960's Italian bikes, Pogliaghi, for instance. I should look him up, see if he's still got any of those lugs around!
