If you can't find a replacement or are unable to rig one up, I suggest having a frame builder braze on tabs for a normal seat lug bolt. I had this done to my Peugeot PGN-10 (by John Hollands in Reisterstown, Maryland). It only cost about $20 but I had to repaint that portion of the frame of course.
