That's the Cinelli 1R from the early 1970s. They actually aren't rare at all, because they aren't very highly regarded now as far as their functioning. They are reputed to be prone to slipping and creaking. Because of that, the demand is very low for this item.

I've been riding them on my bikes since 1976 and never had them slip or creak, but I grease all the parts and the bars before I put everything together.

The plastic plug in the front changed to the "Flying C" logo when the company changed hands in 1978.
