No worries, something useful is the prime objective, but something interesting or cool is better. Just to be sure we are talking about the same Campy tape measure, round and about 1 1/2" in diameter with a blue Campy winged logo on a white field? I found the little box, the tape is made my Lufkin, USA. Yes?
Cirtus paint stripper would never do for me, would take forever. Jasco is by far the best, but serious paint stripper. I wouldn't worry too much about rust, which starts instantly; you know the saying "rust never sleeps"? But it is superficial unless you plan for the frame to be dormant in that condition for a long period. The trick to putting primer on a frame is, as soon as the frame is completely clean and ready, prime immediately. Don't touch any bare metal with bare hands between sanding or sandblasting, or whatever, and the primer coat. I only prepare frames for primer when I can do the whole sequence (sand to bare metal and prime) start to finish.
Personally, I would avoid spray can primers because there are chemicals in spray paints of all kinds that compromise the integrety of the paint. Seems to be especially true of primers. Frequently spray can paints and primers are not compatable with "real" paint, which can cause unwanted reactions; unless of course you were going for the "dashboard" type of wrinkle finish. If you are going the spray can route, stick with the same brand and "system" through the project. Hope that helps.
