I do have the 28 x 1 1/2 tires, which is the usual size for rod-brake roadsters. These use the 635 mm bead seat diameter.
700 x [whatever]C tires are emphatically _not_ interchangeable with this size, they use the 622 mm bead seat. There is some confusion because the 622 size, while commonly referred to in English-speaking countries by it's French designation, 700C, is also referred to as 28" in northern Europe. This is usually followed by _two_ fractions, as in "28 x 1 5/8 x 1 1/4".
