Well back when tires really were 1-1/2" wide (and a bit taller than that due to tread), their outside diameter was right around 28", so they weren't misnamed. Tires to fit those rims have mostly gotten smaller, but a few tires that big are still made (or were recently, I haven't tried to buy any), and when they're mounted they can measure 700mm or 28"
