Sounds like the C.O.N.I. manual that I have. One of the few cycling publications that discuss "night pollution", to my knowledge! It's certainly a useful book, and a window on the world of cycling of that era. I'm not aware of any copies that are for sale. Any chance that Chuck S. could have reprints made?? (since I'm on the digest list, I'm sure others have offered similar thoughts)
