I agree with the first two but the Tour of Spain would probably be 3rd on my list. It's a three week stage race with some of the toughest mtn stages. Any rider would love have this win in their palmares and it automatically places them as a TdF contender.
You might have to separate this into two categories: stage races and 1-day races. For the latter, I would nominate:
1) Paris-Roubaix 2) Liege-Bastogne-Liege 3) Milan-San Remo
