For what its worth- my best results have been with Jevelot Tire Life. It's distributed in the US by QBP. Generally I glue only about a foot of tape at a time, spreading Tire Life on both the tyre and the base tape, wait until the glue is tacky, then press the tape onto the tyre. Then I clamp the tyre between two pieces of wood & leave overnight. I believe clamping is critical to the process- you want the tape & tyre to be in contact with each other, not floating on a thick layer of latex. Before gluing the next section of tape, I check to make sure that the previously glued section is properly stuck on.

I've used this process dozens of times, on most brands of tubulars. The only tubulars that it did not work on were Barums. Your mileage may vary, and if you're in doubt, its always cheaper to buy a new tubular than to have an old one roll of your rim.
