If you habitually ride in wet weather without fenders, you might as well just douse your leather saddle in gasoline and set it on fire, get it over with quickly!
Leather dressing permeates by osmosis. It gets in quicker from the bottom which is more porous, so with a new saddle, doing both sides is good. Once the initial break-in is over, "maintenance" treatment can be done just to the top. At least that works for me...
