I can tell you for a fact that, given your description of a "Le Tour", the "Traveller" (at least as built by Giant but marked as Schwinn) was several notches ABOVE the "Le Tour" in quality (although it wasn't supposed to be, a fact that vexed Schwinn no end... there's even a mention about it in "No Hands"). Anyway, the "Le Tour" series had steel rims, behind-the-wheel rear der. mounts, and other less-than-top sprcs about it... although the Panasonic-made frame and randonneur handlebars were really quite nice.
