FYI-
It is possible to use an FTP client to connect to this site using anonymous FTP and then download the scanned images to you PC.
I use FTP Voyager which isn't free but WS_FTP LE is a nice client to use:

I suspect the problem most people are having is that the site was configured to allow only a small number of simultaneous FTP users to access it.
